TITLE OF POSITION: HEALTH NETWORK PROGRAM ADVISOR (THREE POSITIONS)

HOURS:   FULL TIME 40 HOURS PER WEEK

SALARY: FSN-10 (ETB 80,436 to ETB 144,780 per annum) depending on the candidate's earning history, qualifications and experience.  This position may initially be filled at a trainee level which is equivalent to FSN-9 (ETB 67,868 to ETB 122,168).

MAJOR DUTIES AND RESPONSIBILITIES: Under the supervision of the HIV/AIDS Advisor, and with technical direction from the interagency PEPFAR Technical Working Groups, the Health Network Advisor will provide technical, operational and management support to PEPFAR Ethiopia through in-depth assessments of PEPFAR-funded HIV/AIDS programs in hospitals, health centers and communities. While the primary focus will be on USAID-funded programs, the Health Network Advisor is also responsible for assessing additional PEPFAR Ethiopia programs that are operationally linked to USAID-funded partners, including other USG agencies and Global Fund supported activities.  The successful applicant will have extensive technical expertise in HIV treatment, laboratory and/or care services, and will perform a wide range of consultative, advisory, reporting, monitoring and evaluative functions related to the health delivery system. The Health Network Advisor will facilitate communication and maintain collaborative working relationships with regional government officials, site-level health teams, USG implementing partners, technical working group teams and other stakeholders as needed. 

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION:  At least Master’s degree in public health, HIV/AIDS prevention, care and/or treatment services or other related field is required.

EXPERIENCE: At least three years of progressively responsible experience in HIV/AIDS-related activities including monitoring and evaluation is required.

LANGUAGE:    Level IV (Fluent) spoken and written English and Amharic are required, and spoken mastery of one other Ethiopian language is desirable.

KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of HIV/AIDS program design, implementation and evaluation is required.  Also required is an in-depth understanding of and familiarity with HIV/AIDS, prevention, care and treatment services, the Ethiopian government's national health and HIV/AIDS-related policies, the Ethiopian health care system, and the health-related programs of other donors. The incumbent should have the ability to establish and maintain contacts with a wide-range of government officials, implementing partners, and site-level providers engaged in HIV/AIDS, prevention, treatment and care services. The incumbent also should be able to obtain and rapidly analyze information, evaluate data, and prepare reports and related documents.  S/he must be able to communicate effectively in writing and verbally in English and Amharic (another major national language is desirable); and participate in discussions and meetings effectively.  The selected candidate must be capable of producing high-quality work, often under time pressure and in complex situations.  Excellent computer skills with proficiency in word processing and Excel are required.
