TITLE OF POSITION  :  SENIOR HIV/AIDS PROGRAM SPECIALIST
(HIV/AIDS COUNSELING & TESTING PROGRAM SPECIALIST)                                                                                                                     
LOCATION OF WORK :     USAID BUILDING, OFF HAILE GEBRE SELASSIE ROAD

HOURS   :  FULL TIME 40 HOURS PER WEEK

SALARY: FSN-11 (ETB 99,516 to ETB 179,124 per annum) depending on the candidate's earning history, qualifications and experience.  This position may initially be filled at a trainee level which is equivalent to FSN-10 (ETB 80,436 to ETB 144,780).

MAJOR DUTIES AND RESPONSIBILITIES: Under the direct supervision of the HIV/AIDS Advisor, the incumbent serves as a Cognizant Technical Officer for the HIV/AIDS portfolio, and provide assistance in the areas of technical support, planning, design, implementation, management and evaluation for the activities s/he manages. The Program Specialist will have expertise in the identification and targeting of most-at-risk populations and linking them to prevention and care and support services. The Program Specialist will serve as a member of the PEPFAR Prevention and Care and Support Technical Working Groups, and provide technical, operational and management support to USAID’s HIV/AIDS programs, PEPFAR Ethiopia and the GOE.The HIV/AIDS Counseling & Testing Program Specialist will liaise with the PEPFAR interagency Prevention, Care and Treatment Technical Working Groups. The Program Specialist will oversee partners’ approaches to increase HIV/AIDS testing for high risk groups, including the utilization of Provider Initiated Counseling and Testing Services, private sector providers, and lay counselors. The Program Specialist will also address policy and programmatic issues related to counseling and support services for HIV discordant couples. S/he will be responsible for assisting the Team achieve its PEPFAR targets and Intermediate Results.  

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION:  At a minimum, an advanced degree (Masters Degree or medical) related to public health and HIV/AIDS prevention, care and/or treatment services are required.

EXPERIENCE: At least three years of progressively responsible experience in HIV/AIDS-related activities, including monitoring and evaluation is required.

LANGUAGE:    Level IV (fluent) in English and Amharic.

KNOWLEDGE, SKILLS, AND ABILITIES: The incumbent must have thorough knowledge of HIV/AIDS program design, implementation and evaluation is required.  Also required is an in-depth understanding of and familiarity with HIV/AIDS prevention, care and treatment services, the Ethiopian government's national health and HIV/AIDS-related policies, the Ethiopian health care system, and the health-related programs of other donors. The incumbents should have the ability to establish and maintain contacts with a wide-range of government officials, implementing partners, and site-level providers engaged in HIV/AIDS prevention, care and treatment services. The selected candidate must be capable of producing high-quality work, often under time pressure and in complex situations.  Excellent computer skills with proficiency in word processing and Excel are required.
