TITLE OF POSITION : PROJECT MANAGEMENT SPECIALIST (PMTCT) FSN-11 (PREVENTION OF MOTHER TO CHILD HIV TRANSMISSION)
LOCATION OF WORK : USAID BUILDING, OFF HAILE GEBRE SELASSIE ROAD
HOURS : FULL TIME 40 HOURS PER WEEK

SALARY: FSN-11(ETB 107,776 to ETB 193,996 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (ETB 87,112 to ETB 156,796).
MAJOR DUTIES AND RESPONSIBILITIES: Under the direct supervision of the Cluster Coordinator, the AID Project Management Specialist (PMTCT) will provide technical and administrative support to the PMTCT portfolio. The Specialist will be responsible for assisting with the coordination of activities closely with the other MCH and PMTCT donors and implementing partners. The position will reinforce and or complement the existing program in advancing the PEPFAR PMTCT program objectives. The incumbent will be responsible for ensuring detailed planning, budget tracking, and performance monitoring of all USAID-funded activities in the program. The Specialist assists in the coordination, administration and management oversight as well as work with other USG partners, other-donor programs, and the Ethiopian National AIDS program and compliance with USG and especially complying with USAID specific regulations. The AID Project Management Specialist (PMTCT) will be delegated all authorities and responsibilities commensurate with a Cognizant Technical Officer (CTO) for programs involving MCH and PMTCT programs. Additionally, s/he will work closely with the MCH/PMTCT Technical Advisor on development and implementing activities as well as interact with counterparts at the PEPFAR interagency level, national and federal levels as Ethiopia aims to greatly improve the reach and impact of MCH/PMTCT services.
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:
EDUCATION: Masters Degree in Public Health or related discipline with technical knowledge and experience in PMTCT, reproductive health, maternal and child health and HIV prevention is required.
EXPERIENCE: Five to seven years of progressively responsible experience in business management, administration, private sector program management, or work place health programs.
LANGUAGE: 5-7 years of progressively responsible experience in working in public health or related field. Experience working with the Ethiopian government, USG health agencies and/or USAID implementing partners required, especially on the President’s Emergency Plan for AIDS Relief (PEPFAR) preferred.
KNOWLEDGE, SKILLS, AND ABILITIES: The candidate must be familiar with MCH/PMTCT programs and interventions as well as have knowledge of family health services in context of public health programs. The position requires good organizational and management skills, strong analytical and research skills, good social and professional judgment, excellent interpersonal skills in cross-cultural and multi-level settings; ability to interact effectively with mid and senior level government officials, high level members of the business community and to maintain collaborative working relationships within a team structure. Excellent computer skills are required for effectively operating in this position. Example of software includes MS Word, Excel, Power Point, and Outlook, Access, statistical and other relevant software. Computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements, both program and impact. The selected candidate must be capable of producing high quality work, often under time pressure and in complex situations. Must be able to communicate in English effectively in writing and verbally. Lead and participate in discussions and meetings effectively. Able to rapidly analyze information, evaluate data, and prepare reports and related documents in English.
