HOURS   :  FULL TIME 40 HOURS PER WEEK

SALARY: FSN-12 (ETB 166,195 to ETB 299,155 per annum) depending on the candidate's earning history, qualifications and experience.  This position may initially be filled at a trainee level which is equivalent to FSN-11 (ETB 137,105 to ETB 246,785).

MAJOR DUTIES AND RESPONSIBILITIES:  Under the direct supervision of the Malaria Chief, the Senior Malaria Advisor will assist in the development and execution of the President Malaria Initiative (PMI) in support of the USAID/Ethiopia PMI Team. He/she will liaise with backstops for the PMI in USAID/Washington, counterparts in the U.S. Centers for Disease Control and Prevention (CDC)/Atlanta, and USAID personnel working within and overseeing USAID/Ethiopia’s activities related to malaria control. Responsibilities include regular contact and collaboration with the counterparts in Ethiopia’s National Malaria Control Program (NMCP) of the Federal Ministry of Health (FMOH) and other government ministries and agencies, as well as in a wide range of civil society and private organizations, other donor and international organizations, and other United States Government (USG) entities working in malaria prevention and control.   The incumbent will assist in planning and carrying out tasks, resolving problems and conflicts, and in taking steps necessary to meet deadlines. H/she will assist in management of contracts and grants, budgets, and develop planning documents and work plans.  He/she must possess extensive technical expertise in the area of malaria diagnosis, treatment, prevention, and control, and possess an understanding of the social, economic and cultural determinants and implications of malaria in Ethiopia and neighboring countries.
  
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION: Masters Degree in public health/international health or social sciences from a recognized institution and/or clinical qualifications is required.

EXPERIENCE:  10 years of progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience is required. Demonstrate technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are also is required.

LANGUAGE:  Level V (fluency) in English and Amharic is required. 

KNOWLEDGE, SKILLS, AND ABILITIES:   Sound knowledge of USAID rules, regulations, and procedures, especially as related to program management desirable. Thorough understanding of malaria program design and management is essential. Familiarity with Roll Back Malaria strategic objectives and program priorities is crucial. Must possess in-depth knowledge of Ethiopian culture, society and values.  Computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements, both program and impact.
