SALARY: FSN-9 (ETB 84,513 to ETB 152,121 per annum) depending on the candidate's earning history, qualifications and experience.  This position may initially be filled at a trainee level which is equivalent to FSN-8 (ETB 66,087 to ETB 118,959).

MAJOR DUTIES AND RESPONSIBILITIES:  Under the supervision of the Chief Accountant, the incumbent is responsible for performing the full range of project accounting for the USAID/Ethiopia Mission. S/he reviews and provides clearance on the full range of funding documents and monitors and controls funds usage to ensure that budgets are not exceeded. The incumbent is responsible for analyzing past expenditure rates, current and projected pipelines, and future burn rates to ensure that adequate funding is always maintained and that accurate accruals are prepared. S/he prepares the monthly 1221 reconciliations and follows-up to clear all outstanding reconciling items.  As the Mission’s Project Accountant, s/he is the backstop for the Operating Expense (OE) Accountant/Budget Analyst in formulating the operating expense budgets for the Mission and the support budgets that finance logistical support expenses for the technical offices. S/he also serves as the primary backup for the Accounting Systems Coordinator for GOALS and SF 224 reporting.
  
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION: A Bachelor’s degree in Accounting, Finance or Business Administration is required.

EXPERIENCE:  Four to six years of progressively more responsible experience in accounting is required.  At least two years of experience with a USAID Mission is desired.

LANGUAGE:  Level IV (Fluent) in English and Amharic, written and spoken.

KNOWLEDGE, SKILLS, AND ABILITIES:   Thorough Knowledge and understanding of professional accounting principles and theories, practices and terminology and a thorough knowledge of laws, regulations and procedures governing USAID financial management required. Ability to analyze numerous accounting processes and identity practices and procedures that require correction or modification. Excellent computer skills with knowledge of the internet, Microsoft Word, Excel, Access, and Power Point along with productive calculator and typing speeds.
