Center for Health, Intervention, and Prevention

The Center for Health, Intervention, and Prevention (CHIP) at the University of Connecticut (UConn) seeks a full-time Project Manager to coordinate the day-to-day operations of a new program for HIV+ military personnel and also to assist with other ongoing HIV projects being conducted in Addis Ababa with the National Defense Forces. Under the supervision of Deborah Cornman, PhD, the Project Manager will help develop, implement, and evaluate a program that assists HIV+ military personnel with ART adherence and safer sexual behavior.  In addition, the Project Manager will support the ENDF Blood Center and other projects as specified.

For the new program for HIV+ military personnel, typical responsibilities  will include creating and submitting documents to the Institutional Review Boards (IRBs) in a timely manner; assisting with focus group discussions; helping to develop and implement an ART adherence/safer sex program for the Ethiopian military; collecting and tracking data pertaining to participant progress; entering data into a computer database; learning and following developed project protocols; duplicating project materials; helping to ensure that the project is being conducted with fidelity and ethical integrity; serving as the liaison between UConn and NDFE; and performing other related duties as required.

For the Blood Center, typical responsibilities will include weekly meetings with NDFE Blood Center staff, and weekly coordination meetings with technical assistance providers, identifying implementation challenges and coordinating effective responses.

Other duties may include providing assistance with the implementation of the NDFE HIV Surveillance Project. This may involve local coordination of partners for IRB submission and survey implementation, including the US Embassy and US-based technical assistance partners. 

Minimum Qualifications:
• University degree.
• Knowledge about HIV transmission, antiretroviral medications, and HIV prevention.
• Experience working with people living with HIV. 
• Extensive experience working with the NDFE.
• Oral and written fluency in both Amharic and English.
• Strong computer skills, particularly in Microsoft Word and Excel. 
• Experience with survey administration and SPSS are strongly preferred.

JOB DESCRIPTION:

This person will provide support to the University of Connecticut team as needed and assist in the following activities:
• Preparing the necessary forms for submission to the relevant Institutional Review Boards at the University of Connecticut and in Ethiopia.
• Organizing and conducting focus groups.
• Transcribing and coding data from focus groups.
• Developing a program that helps HIV+ soldiers with ART adherence and safer sexual behavior.
• Developing training materials.
• Training the staff who will be conducting the program.
• Ensuring the program is implemented as designed.
• Developing survey(s) to assess ART adherence and safer sexual practices.
• Administering the surveys to HIV+ soldiers.
• Inputting survey data into a database.
• Making copies of training materials and survey materials, as needed.
• Maintaining fiscal and personnel files.
• Coordinating resources and local personnel, and ensuring logistical and technical support to the Ethiopian project team.
• Planning regular meetings and conference calls related to the project.
• Providing updates on progress to NDFE leadership, clinic staff, UConn team, and other key personnel.
• Serving as the liaison between the NDFE and UConn.
• Serving as the liaison between the NDFE Blood Center, NDFE HIV Coordination Office, US Embassy Addis Ababa, and US DOD Blood Bankers, including meeting regularly with NDFE Blood Center Staff and NDFE HIV Coordination Office to identify challenges and implement solutions.
• Assisting as needed with the implementation of the NDFE HIV Surveillance Project.
