HOURS:                                 FULL TIME 40 HOURS PER WEEK

SALARY: FSN-8 (USD 7,039 to USD 12,667 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-7 (USD 6,212 to USD 11,180 per annum).

MAJOR DUTIES AND RESPONSIBILITIES: Serves as a Senior Voucher Examiner in the Office of Financial Management, USAID/Ethiopia. Responsibilities include, but are not limited to, reviewing and examining difficult and complex vouchers and/or claims against purchase orders, contracts, grants and cooperative agreements, leases, travel authorizations, etc., and preparing Journal Vouchers for adjustments and SF 1081s to transfer funds from one appropriation to another. Serves as the Mission interface with USAID/East Africa regarding United State Personal Service Contract (USPSC) payroll, processes Cost of Living Adjustment (COLA) payments, and provides input for any tax reporting and payments through FED TAX II.                       

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION:  Diploma in accounting is required. A university degree in accounting is highly desirable.                 

EXPERIENCE: At least three to four years of progressively responsible experience in voucher examining, accounting or related fiscal work.  A minimum of two years in voucher examining for a USG agency, preferably a USAID mission, is desirable.

LANGUAGE:    Level IV (fluent) in English and Amharic.

KNOWLEDGE, SKILLS, AND ABILITIES: Requires considerable tact and diplomacy, and good cross-cultural communications skills. Must have the ability to undertake a critical review of vouchers, applying technical skills together with existing USAID rules and regulations to each and every voucher submitted for payment and liquidation. Must be able to explain clearly the reasons for payment suspension, collections, etc., made from claims. Good computer skills with proficiency in Microsoft Word and Excel, and the ability to use a calculator are required.
