SALARY: FSN-11 (USD 13,287 to USD 23,919 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (USD 10,839 to USD 19,515 per annum).

MAJOR DUTIES AND RESPONSIBILITIES:  The AID Project Management Specialist/Youth Technical Advisor is responsible for developing new and improving existing activities benefitting youth within programs and initiatives managed by the HIV/AIDS team and secondarily supporting youth activities in other USAID/Ethiopia sector programs in education, economic growth, health, and governance; demonstrating USAID/Ethiopia’s technical  leadership on youth; representing the health priorities for youth to other offices in the Agency; and collaborating with other USG agencies and donors, Government of Ethiopia, and multilateral agencies on youth-related programs, strategies and activities as appropriate. The incumbent is responsible for carrying out a range of responsibilities for planning, designing, managing, and evaluating activities related specifically to youth, especially across sectors, to benefit outcomes in HIV/AIDS education, and health.  Sixty percent of the Youth Advisor’s time will be allocated to HIV/AIDS with emphasis on adolescents and youth affected by HIV or at risk for contracting HIV (for example, adolescents caring for younger siblings and girls who have been trafficked into sex work or early marriage).  The Youth Advisor will be a member of the Prevention and Social Services Cluster in the Health Office. The incumbent will lead the development of the Mission’s youth strategy and act as a key figure in its implementation. S/he will manage or backstop youth focused HIV prevention projects. S/he will work closely with Mission sector teams to ensure the strategy is responsive to Mission policy and strategy documentation such as the CDCS, (Global Health Initiatives) GHI Strategy, and the PEPFAR Country Operational Plan.

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION:  Master’s Degree in social sciences (e.g. sociology, social work, development, education, public health, or communications) is required.  

EXPERIENCE: Five (5) years of progressively responsible professional-level experience in a social service or public health area is required, including work with youth organizations, communication for development, and/or educational organizations.  Experience required in designing, managing, or implementing programs targeting AND engaging youth populations preferably in programming related to sexual and reproductive health, work/job readiness, and/or highly vulnerable contexts such as on the street or out-of-school or exploitive labor.

LANGUAGE:    Level IV (fluent) in English; fluency in Amharic.

KNOWLEDGE, SKILLS, AND ABILITIES:  The candidate must have in-depth knowledge of Government of Ethiopia institutions, policy directions, objectives, and priorities related to USAID activities for youth development, which is essential.  A good understanding is needed of Ethiopian norms and behavior, which may impact the success of HIV prevention programs intended for young people, including working with adolescents affected by or living with HIV. Additional knowledge needed regarding youth are: an understanding of youth issues in the context of general development and programming, including issues of gender inequality, gender-based violence, civic participation, economic opportunity, disability. Familiarity with multi-sector approaches to youth development and youth participation, including mainstreaming approaches. The position requires the ability to independently analyse political, social, economic, and policy issues and to formulate, present and successfully defend complex activity design and implementation actions and documents in a clear, effective and professional manner. Administrative and management skills, policy and diplomacy skills are necessary. Program designing and management skill in the development arena including health and HIV/AIDS is required.  The ability to communicate technical, political and culturally-sensitive information to diverse and high-level audiences is also required. The Youth Advisor must also be able to work effectively within a multidisciplinary and interagency team environment. Computer skills are required to implement, analyse and monitor, and manage activity goals, inputs, outcomes, and achievements, both at the programmatic and impact levels. The selected candidate must be capable of producing high quality work, often under time pressure and in complex situations. Must be able to communicate effectively in English in writing and verbally.  Lead and participate in discussions and meetings effectively. Able to rapidly analyse, evaluate data, and prepare reports and related documents in English.
