SALARY: FSN-08 (USD 7,039 to USD 12,667 per annum) depending on the candidate's earning history, qualifications and experience.  This position may initially be filled at a trainee level which is equivalent to FSN-07 ((USD 6,212 to USD 11,180).

MAJOR DUTIES AND RESPONSIBILITIES: Under the supervision of the Program Financial Specialist, the incumbent assists the Program Financial Specialist in budgeting, financial reporting, procurement actions, preparation of financial documents, and oversees the administrative and programmatic function of the Mission’s Health, AIDS, Population and Nutrition (HAPN) portfolio. S/he works with the HAPN Teams to support partners to effectively implement USAID programs including explaining USAID policies and procedures. Ensures that implementing partners are in compliance with all relevant USAID rules, regulations and procedures. Maintains close contact with activity implementing partners to track expenditures, accruals and pipeline and ensure their conformity to action plans and budgets. Monitors the implementation of financial utilization plans of ongoing programs and works with Activity Managers to close-out completed programs.

MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:

EDUCATION:  Diploma in Accounting, Management, Social Sciences or related field is required.  B.A or B.Sc. Degree in a related field is desired.

EXPERIENCE:  At least three years of relevant work experience in an international donor agency or international organizations is required.

LANGUAGE: Level IV (fluent) of English and Amharic is required.

KNOWLEDGE, SKILLS, AND ABILITIES: A thorough understanding of USAID programming and   operational environment, including program planning and reporting requirements, Mission’s goals, rules and regulations is preferred.  Must possess in-depth knowledge of Ethiopian culture, society, and values. Must have strong working knowledge of computer applications to carry out management and statistical work.  Word processing skills are essential, spreadsheet development and analysis and graphics highly useful.
